Seedling cells work great and strawflowers transplant excellently, but if you feel confident identifying young strawflower seedlings, feel free to direct sow them outdoors. Sow seeds on the soil surface, cover with a light dusting of soil, and water gently. Keep seeds consistently moist throughout their germination period. Strawflower plants do not require a high fertility soil to grow or bloom. They resist predation from a lot of common garden critters (think rabbits or squirrels). Water plants moderately once established. Harvest strawflower stalks when blossoms are just about to open; if harvested when in full bloom, they can go to seed post-harvest - not a problem for seed savers, but it will create a lot of chaffy plants when on display.
